Why was it necessary, given that the Fourteenth Amendment was enacted decades before? The Civil Rights Act of 1964 ended segregation in public places and banned discrimination in employment on grounds of race, creed, color, religion, national origin, or sex. It also outlawed discrimination in voter registration as well as speeding up, or expediting voting right lawsuits. The act created the Equal Employment Opportunity Commission to monitor and enforce the bans in the work force. It was intended to overturn the Jim Crow Laws. The civil rights act of 1964 was necessary as the fourteenth amendment banned â€Å"state-sponsored discrimination† but could not limit discrimination by individuals. This act prevented discrimination on public accommodations connected to interstate commerce, which was not banned under the fourteenth amendment. 2. What are civil rights?
